Governments make money by taxes and sometimes by bonds. There are frequent election issues for or against bonds to build or improve city, county or state things. Nationally we pay taxes on income. For most people we don't even know how or where to find help to get deductions. Tax rates are graduated according to earnings. Earn more, get taxed more. There are a lot of loopholes and deductions for big business that individuals don't get. Plus our government borrows a lot of money from other countries. There are also bonds that anyone can buy called Treasury bills which are sold to make money.

I'm not really sure. I do know that the things that we have to go through in the world and our lives isn't fair though. What is good for the goose, should also be good for the gander but it doesn't work like that. The rich get by with so many things and the poor have to keep on paying more and more.
