A few Questions about backlinks

I have a few questions about back-linking.
Firstly i would like to know when we post our blog URL on mylot discussions/responses, does it count as a backlink to our blog site?
What is a blogroll? And how do I add one?
Does adding Javascript widgets help PR or are they just for info?
And i have read recently that google search engine ignores META tags, is it true?
I have tried publishing my blog on external FTP host and i lost my existing PR 0 to "No pagerank info available" so i switched back to blogspot hosting and recovered my PR.
And how long does it take for mylot to approve my blog? its been 20 days since i added it.
And lastly is anyone interested in comment/link exchange? My blog has a PR of 0/10 currently and i write articles, guides, walkthroughs and reviews on PC games like Imperium Romanum, Bidvertiser tricks etc. Anyone interested can PM me or respond here.

Thanks for asking the questions it was interesting for me to find out a bit more about blogging. I have had a blog for about a year but I truthfully don't know alot about blogging. It is a subject that I need to know more about. This is something else. I didn' t realize there was alot to know about backlinks.

Apart from link the backlink from sites which have high PageRank and SEO value, there are actually issues on -follow on and no follow links. You may want to research about it.
The more effective backlink is web 2.0 sites which brings internal and increase relevancy in terms of keyword search.

I think their are web sites where you can test/check the number of inbound links, amongst other statistics relating to ranking of blogs and sites. Don't think JavaScript in widgets are indexed (and hence applied to PR), because such a widget could contain content articles from elsewhere (I have a text widget in one of my sites), i.e. not from the site/blog owner...
