TARP Funds to become a slush fund for the Administration?

It seems that the TARP funds that are paid back can be used by the Sectary of the Treasury to promote other causes supported by the Executive Branch. They do not need congressional approval. According to the Constitution only Congress has the authority to appreciate money. We were told that money invested would be returned to the taxpayers. It seems that the TARP program that was approved by the Congress is to be a slush fund for the Executive branch. Where is the Separation of Powers?

This is one of the most convoluded actions our government had ever taken. It was called a "bail out" but the term is only smoke and mirrors for the real purpose and scope of T.A.R.P. it was a take over and a power grab on our monetarty system. the fact that the treasury department is re using the returned dunds for it's own purposes only confirms what I believed and tried telling so many people back before the bill wa passed, that it essesntialy created a 4th branch of government, the "treasury branch".

The money that is paid back should go towards reducing the budget deficit but once given approval to spend the money, it's unlikely that they would not spend it twice if there were no restrictions. These kinds of issues need to be in front of the American people, so they can be aware of how their taxes are used and misused.
