"Your Gmail account is disabled"..Is this possible?

Today when I tried to check my mails at gmail account, I was astonished to get the message "Your Gmail account is disabled"..I do not know why..To proceed further, I'm asked to submit a form..Has anyone faced the same problem...

How do these pop ups happen even when the pop up blocker is enabled?

I've been getting this same pop up all week that says System Status: Your urgent attention is required...and of course if I were to click on it I would end up on a site that wants me to buy or download a program. Not to mention...
