when you get a new atm card, the bank gives it to you in an envelope with a letter.
it details how much you can withdraw daily and the fees.
here's an example from bdo (banco de oro):

No Credit Cards, No ATMs. Just your good old bill (peso). Could you go out with just that? Let's say you don't really need to go somewhere, you just need to hang out with friends for a while (perhaps it's too hot in your house)....
