Though originally recorded by Dr Hook in 1975, the outstanding version of the ballad comes from Marianne Faithful. in her 1979 cover version.
Lucy Jordan is happy enough until she hits 37 and realizes that none of her romantic dreams have come true and that they are unlikely to. Her notion of riding to Paris in an open top convertible with the wind in her hair and a 1,000 lovers is shattered by her loveless marriage. She finds a sense that she is being laughed at for her broken dreams.
Imagining fresh joys she goes to the roof, clearly intent to jump to her death but she is rescued and led away to an ambulance which takes her to a sanitorium as she imagines she is finally getting her ride to Paris.
Some listeners interpret the song as being about a successful suicide but I agree with Faithful's understanding that Lucy Jordan is rescued on the brink and taken for treatment.

Ever read the book A Long Way Down by Nick Hornby? Similar subject matter. Quite good.
