Do you give money to beggars?

I know I've asked about this before, but the question came to the fore again this morning, as I got another of those obnoxious emails begging for money from the Toddler in Charge. On the streets, I tend NOT to give change, or a cigarette, but I do lend an ear. Often, when approached by someone (often when I'm taking a smoke break), I'll simply engage them in discussion. I think so many just "blow them off" that they're delighted to have someone take them seriously and listen to their story. Many even forget to ask for change or a smoke. How do you respond to "poor" people on the street who you sense are not dangerous, but may "want something"? By the way, if you're American have you received insulting-to-Americans'-intelligence messages like the one below? --- Friend, The Do Nothing Democrats have disgraced our great Nation! Begging has been with us since the start of history. But now begging has many styles. No, I never give alms to beggars.

In India it is a big racket.. like they kidnap little children, destitute folks, children who run away from home, etc., and turn them into beggars, in return for place to stay and some meals. There is a fixed amount they have to earn to be eligible for those. Somebody from the owners is constantly watching how much the person is receiving. So yes, harsh as it might sound, giving alms need to stop. I no longer give because when the person starts growing up, people stop pitying them. Then comes the next stage ...to get people to pity them, they get their legs and arms amputated..qualified medical professional does it to healthy body.

@TheHorse Institutions are instituted with a good objective. But they cease to be so after initial enthusiasm. Old age homes are great for exploiting elderly out of their savings. Some go so far as taking away organs. Orphanages, I already told you earlier..they are exploiting senior children to raise monies and yes, siphon away monies. People need to face facts. This can happen to their kids. World is not waiting for those kids. And Messiah is not yet in mood to arrive.

Normally not. I give money to charities but not when they stop me on the street. Instead of giving money to beggars I give money to organisations that provide shelter etc, 'cause you can't really survive outdoors on the streets here (too cold and wet) so the people will real who live here aren't likely to ask for money on the streets. The same organisations also provide shelter for the ones that are brought here to beg without being properly informed how what clothes to bring. It's not so many here, but it's been quite a few in the winter in Oslo.

@TheHorse Not the ones begging on the streets, most the people I see here are quite normal but from somewhere in Eastern Europe. The mentally ill are normally taken care off, either at home or in homes.

I suggest to them where to go to have a warm meal and a place where to stay if they need. We are not allowed to give money to the beggars, I think I already explained this in the past.

I tend to not give them change. Things are tight for us at the moment. So we don't really have much change to spare.

When I had money (i.e. a steady paycheck) I would sometimes give money to strangers. But these days I don't have money to give. That aside ... I would be really ticked off if I got an eMail like that!!
