Gnats or fruit flies?
Gnats could be coming from a drain inside the house.
Fruit flies origins are inside too.
I'd leave out a bowl of apple cider vinegar and see how many show up.
If you put it in a container with a cover, you can capture them by covering the bowl quickly and simply letting them go outside.

I have had them lately both inside and out. Or maybe inside is fruit flies. Gnats bite me and leave welts, even when I spray a repellent spray.

Gnats usually come from the drain. We get them every year in the bathroom drain. You could spray for them.

No, maybe you have to spray your screen though. This year they don't seem to be a problem but some years they are bad here too, and come in through the screen.
