A Driver Going 3mph in a 5mph Zone

We have some elderly people and children, living in this RV park. Thus, the owners caution us to travel on this driveway, no more than 5 mph. Some do and some don't, which isn't my responsibility. Instead, it's up to me to follow these safety rules.
This morning, I was driving back home, following behind another vehicle. It's a one-way drive, so I was expected to trail this car until one of us reached our destination.
I have never traveled behind someone, going 3mph in a 5mph zone! For the entire length of this very long driveway, she was ducking sticks, stones and anything else that might pose as a threat.
I've had anxiety, from traveling too fast. But this was my first experience with being anxious over going too slow!
It was a miracle my truck didn't stall!
I felt like parking my jeep and then walking past her to get home

I didn't think a car could do less than 5mph and still you know, move.

She was creeping, it was very annoying trying to slow down. Yes, she was traveling less than 5 mph, every time she hit the break.

And when she slowed down or stopped, I had to follow suit. It was hard not to become frustrated.

I wonder if she was nervous and being extra careful because there was someone behind her. Better than going too fast I guess.

That is really slow.
When we visit our family and friends who have seasonal lots at campgrounds, we have to abide by the ever-so-slow speed limits, but it is never for a very long ride because as you say one or the other reaches their destination.
