Cockroaches inside of a DVD case in Michigan

The Royal Park Library in the suburbs of Detroit had to be closed on the weekend of September 21 through September 23 when a person returned a DVD case in bin that had cockroaches inside. The library officials did reopen the library on Monday when the pest control company were able to get rid of all of the bugs. I do not know if the person who returned the DVD case meant to harm anyone or it was just an accident. Link is upi.com/4091727110545 via @upi

I thought every items are sold with a sealed plastic to protect it from anything. Do the store sells DVD without a secured plastics?

The person's house must have been badly infested with them for them to get into a DVD case like that. Maybe, they never kept their house too clean. I wonder if the library also checks their books for silverfish too, upon their return too.
