Another driver in trouble for violation of the High Occupancy Lane

Washington State Patrol (WSP) Public Information Officer Rick Johnson shared a report on Friday September 27 that a driver violated the High Occupancy Lane in Renton Washington when a driver had a plaid shirt over the passenger seat of his auto on Interstate 405.
It is known if the driver was fined a huge amount of money for dressing up a seat to look like a human being for not most likely for privacy reasons.

Yes, he needed at least one real passenger, and was naive to think that he could get away with pretending that he had one on board.
At the same time, it is a sort of discrimination against driver-only cars, brought about by road makers trying to cut costs, and not build enough lanes for everyone to use equally.
A priority lane for emergency vehicles might be justified, but not this penny-pinching idea for driver-only cars, I think.
