Weed in Cars

Let me preface this post by saying that I am not against the legalization of marijuana. However, ever since it has been legalized, I smell it now almost everywhere I go, emanating from cars. In some places it's so strong coming from an open car door it's almost unbearable. It doesn't smell good. But it makes me wonder, how is that legal to smoke it in your car? Even if someone says, "I didn't smoke it while I was driving," I have to wonder, what's the difference between an open container or drinking a beer when idle or smoking a joint? I am all for people doing what they want at home. But I think if a cop smells weed in a car at any time it should be grounds for a traffic stop, and the person should be fined. What say you?
