Is This an Eery Halloween Scare For the Nation or What?

I have been afraid of Trump remembering we have nuclear weapons for a while now. Thinking that for sure he will at some point want to play with all the toys he has access to. When I mention it some have said it would never happen. Well tonight I just saw a text where Trump has authorized the Pentagon to begin testing our nuclear weapons. Any thoughts?

Isn't Congress supposed to be involved in this somehow?? Isn't there a law somewhere? I really don't want folks to die.
