Strays, what happened

I honestly can't understand. In the following video you can see that at least 2 of the strays are wearing vests which makes me think someone cares about them yet here they are running around in the street with no people in sight. What's up with that??
I feel so sorry for these 4 pups. Could it be their hooomins couldn't catch them? I've had that happen to me when Roscoe got out. OR did someone not notice when they slipped out the door? I've posted their photos on FB and a leading lost and found pet site so hopefully someone is looking for them and will find them.
The larger of the 4 keeps coming by to visit Roscoe which has me worried, so far Roscoe doesn't know he could easily jump the fence or just slip under it but the larger stray knows exactly what to do and I'm afraid Roscoe will learn from him

I did try to give the video a like but am not signed in which surprises me a bit as I was on YouTube earlier

I was thinking the same thing so now I go out first to check the area and if I don't see them Roscoe can go out but it seems the larger of the 4 likes Roscoe and must be watching to see when I let him out, he won't come near if I'm out so I'm spending more time outside now adays. That's probably good for me anyway.
The good news is I couldn't get near them if I wanted to, they run off at the sight of me.

Probably got fleas and worms
Keep Roscoe away from them and don't be tempted to befriend them like I would.
Because it will end badly.

Probably someone was taking care of them.
There are strays here that aren't actually strays. Owners just let them be on the streets and they just go home whenever they want to.

@rebelann Very true. That's why when I apply anti tick and flea protection to mine every three months because not having that protection is endangering them from those when I bring them for a walk outside.

Most dogs will go home when they get hungry enough so their people don't consider them "lost" or "strays". Roscoe doesn't want to leave you. He does want the other dogs to play with him, though.

I'm praying that those little ones just escaped and their humans are looking for them. The bigger one has been coming around for about the last 10 days, he likes Roscoe.
