State trooper in North Carolina helps a neighbor recover a stolen truck

North Carolina State Trooper Dolan Grady who was off duty on Sunday evening when his neighbor asked him to retrieve his truck that had two children under 16 years of age inside of the 2021 Chevrolet Silverado truck. Officr Grady used his patrol car and found the truck not far away when he identified himself to the female driver named Lauren Williford who was arrested and charged with theft and second-degree kidnapping even though she is innocent until proven guilty in a court of law. Officer Grady is being praised for his work of serving his community in Raliegh North Carolina since police officers like firefighters and first responders are on call 24 hours a day. I wonder why not first degree kidnapping. I wonder what the back story is here. It does look to be like a family dispute of some sort, behind it all. Perhaps, the lady was running off with the children, for some reason.
