Most of us neighbors reported the power outage last night. I received updates on SMS. The text was "power restorative will be at 8:36am." And true to their words, the electric company technicians are here but not the electricity.
Probably what they meant was that 'it will be seen at 8:36pm' 
My daughter told me this, she said that it was holiday yesterday so probably no staff to see the problem.
And sad to say, it seems like it is that way.
