Number 2 bank account

Vince’s first job was in a Bank of New South Wales, and at one point, he and two others were sent to Ravensthorpe to open a branch there. He wanted to have the first account so his bankbook would show No. 000001. The powers-that-be wouldn’t let him have No. 1 and he had to be content with No. 000002.
There are pencilled notations alongside some of the amounts including overtime, travelling allowance, etc. The bank amalgamated with another and is now known as Westpac. He made a lot of friends there and left the bank to become an accountant in a machinery business.
Some years later, after seven years in Esperance where he worked in the Port Authority, we became partners in that same machinery business.

Thanks for the new word. I'd never heard anyone use 'amalgamated' before, mostly in the USA we see the word 'merged' instead.
Did those powers ever tell Vince why they denied him #000001?
Vince had some very impressive jobs in his time.
