Laws exist, hospitals don't follow...lamenting insured

I am childless. I am heavily insured so that I don't trouble anyone in old age basically. Recently, some health issue cropped up. I was told by the doctor that it should cost me around 60000 to 90000 INR. I am money minded. LOL. I added 20000 to that, and thought oh wow, that will be a maximum of 120000 of which I should receive about 78000 from my indemnity policy and a 32000 from my benefits policy so my total damage from my pocket should only be 10000 INR. Rude surprise. The hospital quoted 110000. It is a famous and the best hospital out here. So I asked does it include diagnostics? NO. But I am entitled to recovery of those. You have to apply separately for those costs. Hmm. How much does my insurer pay. Around 78000. Net effect from 10000 my expenses jumped to 30000. I investigated further. Is the tariff same for Another insurer. No...we charge 130000 for them, and they pay 85 percent of the claim. Damn it. Why is the tariff not uniform across the board? We have Clinical Establishments (Registration and Regulation) Act of 2010. Well, this is how it is says the personnel from the hospital. Whose door should I be knocking? Consumer Forum? I tried to call the Ministry of Health. I tried calling Insurance Regulatory Authority. No response from either. I would think both should be concerned.
