I would definitely recommend scrapbooking.com. You can upload your scrapbook pages into online albums to share with others, or to keep private if you prefer. You can browse through literally thousands and thousands of scrapbook pages created by others. You can get creative lines and poems to use on your scrapbook pages, advice on using scrapbooking tools. You can watch how-to videos at their site. You can even shop for the best deals in scrapbooking supplies.

I don't know of any really online scrapbooking sites, but I have a great digi scrapbooking software, and you can load your creations onto any website that you like. I use it basically to create wallpapers, screen savers and goodies for my facebook page :) It's called smilebox and it really is a great program. Check it out! Happy Scrappin!

Hmm... I have come across sites that teach you how to scrapbook. But never one that is actually the scrapbook itself. Come to think of it, any blog site is a form of scrapbook. You arrange, plan your blog posts to reflect what you are thinking. Then you post it on the web and everyone gets to see it. Social sites can be considered scrapbook pages as well. You share your photos. You tag your photos to your friends list. You "write graffitti" on their site. And so on and so forth... Sites that allow you to upload pictures are sorta like a scrap book as well. You get to share your pictures. You get to write comments on the pictures that you uploaded or those of others. So, how do you define if a website is a scrap book site or not?

I use Scrapblog.com They have a lot of great embellishments and papers. I have made a few digital scrapbooks there. Give them a try. And yes, they are free!

I was going to suggest scrapblog.com also. They have some really great theme sets on there and seem to be very easy to manage. Did you choose a site yet? If so which one do you like best?
