Should Sanctuary Cities be stripped of all Federal Funds?

With the news of the murder three men in San Francisco by an Illegal Immigrant who had been convicted of at lease on Felony yet never turned over to Immigration (ICE) for deportation. San Francisco is a declared Sanctuary City and refused to cooperate with ICE. You have two girls killed by a drunk Driver in Virgina who was also an illegal immigrant who had been convicted of Drunk Driving before, but not turned over to ICE. Stories like these are all too common today and it seems that more and more of these crimes are occurring because of the Sanctuary Policies of the communities. If these communities choose to not to follow the rules of the Government should they share in the benefits or should the government stop the Federal Aid to them? It is one thing to turn a blind eye to an illegal immigrant who is working and is a productive member of the community but it is quite different when you have a person convicted of a crime in your community and you overlook the crime. This situation is like so many where you have the vast majority of the illegal immigrants following the law and working to make a better life in this country with just a few trying to take advantage(living on welfare) of this country or are engaged in criminal activities. To me these are the people that we should be deporting first and deal with the rest afterwards.
