The Dancing Tax Man

Ha ha, I was extremely bored at work today so as I was staring out the window, I was watching this tax company worker, dressed in a Statue of Liberty costume, dancing erraticly on the side of the busy street I work off of. He had a sign ("Do Your Taxes Now! File Today!" or something like that), and it got me thinking.
What kind of marketing ploy is it?
Do people really drive by and say, well, hey that guy is DANCING in a silly costume, we ought to get our taxes done at THIS company instead of this other company we were planning on going to!!!
So, I guess what I'm wondering, is if you've ever seen any of these kinds of weird marketing displays?
If so, has it caught your attention enough to try out the company? Or what on earth are they thinking with this kind of thing? (Not to say it isn't humorous to watch..

There's a small fish market a few blocks from where we live. It's beside a gas station which I regularly use. Usually, there would be a guy there by the gas station dressed as a red fish holding up a sign on what's on special for that day.
I don't know about the customers he attracts, but he certainly is a big hit for the kids in my car as they are always amused to see a fish by the side of the road!

Hey, that tactic wasn't rusty, or old. It might attract people's attention, and get some people thinking of pay them a visit and file a tax. There were czesar pizza nearby my place and they always have somebody dressing funny and holding the sign on the corner of intersection to attract more people coming to visit. Also, a smoothie place had this girl on road sign do some juggling to attract passing by cars too. So, this ploy or tactic might work somehow.

Definitely strange.. but at least some poor guy got a job for a bit dancing around in a statue of liberty suit!
