Many can't afford the cost of using a clothes dryer and have to hang laundry outside.
Some are working so much they don't have time to hang laundry outside and feel the dryer is the best choice for them.

We used to dry our clothes under the sun but now we have a dryer so we don't use clothesline anymore. It is very convenient but I think in a desert climate like here in Arizona it usually sunny, and even if its not it is still hot...

I love the way clothes smell when they have been dried outside on a clothesline. I love to watch them moving in the wind as they dry.

I reduce electric use by using a clothesline.
I reuse by using containers again.
I recycle by making crafts out of things instead of throwing them away.
