In Russia, most of the people wash hands right after they come home. When guests come, they also wash hands before going to a sitting room.
We wash hands before taking a meal. Most of the people us wet napkins...

Men that use the toilet and do not wash their hands. I think that is so foul to visit the toilet and disregard washing of the hands. Where are your manners!
Restrooms/bathrooms are full of germs and you're not being considerate...
