Emceeric I have a verified paypal account using a Reloadable debit giftcard.If you buy a reloadale debit/visa giftcard it has a routing number provided.It doesn't need to have an account from their bank.You can buy that in safeway or wallmart.

Emceeric One of my paypal account is verified by using a loadable visa/debit gift card.Having a loadable visa/debit gift card,you don't have to open a bank account. Hope that helps.
