Did Donald Trump really allow a drone strike inside of Venezuela?

I think I learned yesterday that the US may have actually conducted a drone attack inside of Venezuela. But I have not seen Trump address the nation about this. If we go to war with another Country, isn't Congress supposed to be involved? I am not a good student of history/politics.
Here's a video I just watched. Do you believe what this fella says could be true? We know that several Venezuelan fishing boats have been attacked North of Venezuela, killing close to 100 people. I have not seen evidence that those boats were carrying drugs, nor where their rendezvous points may have been with larger boats heading for the US.
What are your thoughts? The fella in the video looks and sounds "American," but I believe he was originally from Argentina.

All these people that say we need to be 100 percent white. The funny story is my homie from the bar was like 70 years old.
Another dude who's family that was from Mexico before America bought or won the land. I am still not sure, I think it was a bit of both.
He goes, dude everyone has something. I have part white in me even though I was never with a white women./ti's in our family history.
You claim you are 100 percent white, and he goes I guarantee you are not. The world is old and people had a lot of time to do things, not to mention some landscapes actually change your skin if you live there long enough. I was so proud of him, the whole bar got quiet and go true.

After the First World War, The League of Nations came about to prevent wars.
Affter the second, it was the United Nations.
Now big powers do whatever they like, and the UN is sidelined becoming a white elephant without any teeth.
It is not a good sign if one person can decide on attacks across borders.
"My way or the highway" is the way now, it looks like.
