doesn't make sense

I am not an expert on how Congress runs. Lindsey Graham died. Got that. Doesn't his successor have to be elected into the position that he held? Is it below the table stuff that his sister is going into his seat? I'm scratching my head over this. Yes I made it to the pool this morning. The water was cool. My spine still wasn't totally delightful. I put in twenty minutes and went home. Good enough.

She is also running for her brother's vacated Senate seat. I imagine she will win...names speak volumes. I don't understand how or why this is allowed. From what I have read she holds two college degrees and has a good professional reputation, but still, it's weird to me, too.

The house of representatives is supposed to be by special election. The senate can be by appointment depending on the state to finish the term
