Tammy I'm gonna have to answer this from an Aunt's POV. But in a crowded area, yes. I'd rather use the leash than to have something happen to them. I wanna say also near a lot of traffic, but I'd probably pick them up to be safe.

Judy Evans We never needed to leash ours. I guess we didn't go to places where it might have been necessary and they never wandered far from us anyway.
