Can you translate this label?

We have several pieces of art we have had for years with labels that need to be translated. This label is one example of a label we can see, but not read.
Although we see what we think is the date, we are not certain of the address listed here.
Can you read this?

My Russian doesn't go very much beyond some rather shaky transliteration but it seems that it was bought in 1990 in Leningrad for 16 roubles and 40 kopeks. If I'm not mistaken, it is a piece of decorative marquetry by an artist named Alekseyevsky Ravelin.

Thank you for this information. Somehow the person who originally had this could not remember where it was purchased!

@Marty1 It seems some could translate portions of this. Little by little we are getting the answer.

So if you keep asking long enough maybe you will get everything you need, and then to an appraiser for the value.

@PatZAnthony Let me know what it says when you find out, please. Just because my grandparents came from Russia doesn't mean I can read or speak it.

If it was written in Filipino (Tagalog), I'd gladly translate it for you. I hope someone here is well-versed in that language.
