Why do some people have dogs, and they act as if they don't care about them?  |

I have seen where my next door neighbor had a dog and he would bark at everyone who comes across the street. The dog would end up getting loose from his dog chain and he would be running around the neighborhood.. He will come in our yard and pull out any plastic bags that were laying around.. Then he would be on his way to get into more devilmment.. My neighbor did not even know that her dog was loose... He would pull out the trash at their house too. The dog was just bad and out of control.. Is it the neighbor's responsibility to keep up with another persons dog? Because, I have no time to keep an eye on her dog.. The dog will just sit outside in the back yard all day. And she would never go and check on him.. It is like she does not really care about him. And the dog does not seem to eat or drink that much.. You can tell an careless owner from one that really cares, and this woman does not care that much about her dog..

The humane society and similar organizations sometimes deal with these situations, and if it is serious enough it can be considered criminal and they can have animals legally removed, pay fines, and sometimes even spend time in jail. I have seen it happen before.

They will have to go and pick up their wayward pooch and if they don't, oh well. I don't like people who don't take care of their responsibilities either.

cream97 (8392) | 1 year ago | Yes, he pulled plastic bags apart at my home when I first moved in there.. So, from now on I never hardly leave a bag sitting outside.. If he gets loose then he or any other stray dog will tear it apart.. It took me almost an hour to clean up the trash that was left on my yard from the dog's tearing.. My husband was tempted to call the dog pound on my next door neighbor.. I believe that he should have.. Because one day, someone else will..

zhuuraan (714) | 1 year ago | I wouldn't call the pound because if the dog is not claimed within a few days or so, they will kill them, and no animal deserves that. He's just being a dog. If you absolutely have to as a last resort then do so, but try and find a no kill shelter first. Then he'll only be put down if he is vicious or incurably ill.

Ravenladyj (17921) | 1 year ago | Sadly there are quite a few homes like that around here and I will NEVER understand it..If you are going to have pets TAKE CARE OF THEM...TREAT THEM KINDLY AND WITH LOVE...or let that animal go to a home where it WILL be loved....I so despise animal cruelty and to me thats exactly what that is..its not the worst case scenario obviously but its still nasty IMO

4. jonesy123 (3254) | 1 year ago | That's bad. Seems like here in KY everybody has a dog, lol. And some of the owners have 'sharp' dogs like pitbulls. They do get lose. We threatened one of the neighbors to call the pound next time their dog would get out (not a pitbull but a big mix of sort and very aggressive, that's why they usually keep him chained or inside). It was so bad, my kids couldn't get step outside the door without the dog coming over and threatening them. They never called him back. I guess they were amused by how the kids ran in terror. But after we threatened to make sure the dog is removed the next time it comes over, they make sure he stays inside or chained behind their house. He escaped one time and as soon as he chased after my kids they came and got him back before he reached our property. It's interesting that they keep that dog, because it's not even nice to their own kids.
Don't get me wrong, I love dogs, but some owners are just irresponsible and it's better to have the dog removed. In your case better for the dog, in our case better for our kids.

However, if the dog is constantly getting loose and not being fed or given water, you might want to call your local Humane Society or whatever you have around there that deals with animal abuse and neglect because that is exactly what this is. If you can, try and look at the dog when you see it and see if it is flea ridden and/or emaciated or anything like that. These are things the Humane Society would need to know and if the answer to one or both is yes, they will take action faster. This sounds like a woman who should not own a pet, and I can see her being prohibited from owning one in the future.
