Leak leaking leakage

The stopcock valve near the meter didn't function like it should. It couldn't be close now at all. I have a leakage near my mom's bathroom and I couldn't fix it as I couldn't stop the water.
I called the water utility company for my state. They refer me to local branch. I tried to call but no one pick up. Then I search for the main numbers of the local branch. The local branch then told me that beyond the water meter is my responsibility. I went through all that just to be told that. I need to change the stopcock myself.
This is beyond my expertise. I can try but might not getting the result that I want. And I would probably drench while trying too.
I need to get a plumber who knows how to change it. And while at it, he can fix the leakage as well. But first, I need to ask him the cost for it.
Will I be cheating if I asked the plumber to install the stopcock before the meter?

If they told you it's your responsibility, then you can legally do anything you want to make the water stop...

@prinzcy Good luck! I hope they can, too. (The plumber should know what's legal to do where you live. I'd just ask and see what they say.)

@cacay1 True, but the water needs to be turned off before the leak can be fixed... Here, there is a valve on the water main at the street that can be turned to shut off all the water flowing through the pipes to the house. That valve is the property of the water company. If there's a problem with it, the water company has to replace it and any water lost because of that valve being faulty is paid by the water company. We're only responsible for anything on our side of that water valve.

You can keep a bucket below before it drenches the whole place. I think you should not bother about how much it costs as the work needs urgent repair.

@allknowing to the small drain that lead to the huge drain. There's also pandan leaves in the area so they're growing really well right now.

If you don't go through the meter then you can be fined, I once installed the meter but because nothing worked but the air that counted a few cubic meters (the payment was swelling at that time) I finally told the state water company to remove it forever then I switched to an electric pump.

But if you must get it done, you simply must Lilie..I do not feel it would be cheating.
If you cannot do it yourself, then you have to get him to do it before the meter.
I am sorry this is happening right now.
Just as I said previously even home owners have the problems.
I hope you get this one done soon.

In India, we might be lacking on certain things. Yet for such repairs, we do get some or the other plumber and at reasonable rates. However, things could be different at your place.
If local utilities are not helping, what difference does it makes if you get a stopcock installed before the meter?

You can't do that - the other side of the meter is owned by the utility company.
You could change the stopcock though, it isn't that difficult. But first you need to find another way to stop the water. Obviously I'm only going by the situation in this country, but there should be another stop-tap at the edge of the property, maybe near the meter. First you have to find that and turn off the water.
I was going to write more but I can see now that you have already found a plumber so hopefully they will fix it quickly!

You must let it fixed or your water bill will cost more than you expect. They will not care about it because they are earning a lot from you
