G L Sadly, no matter how good you are, it often takes playing politics to advance. Its nice if you can do it just a little, but sometimes they make it hard.

G L I think it is interesting of an idea, but I don't think it would help just because the size. In the US, we have a lot of hurricanes cross over Cuba, which is a bit of a small mountain, and it often still grows in power before it hits Florida.
