Unhappy Boy

This has been going on most of the day off and on.
It's normally been Scar screaming out the window at the Intruder, but I saw him pulling at his lead out front this afternoon and went out to find this.
Grey Tom isn't a stray evidently...it is wearing a collar now, so it belongs to someone in the neighborhood.
When I finally find out who, I am going top pay them a visit and let them know this is their only warning...keep your cat in your house or in your yard.
I'm tired of it.

Would it be possible to capture that cat and bring him to a shelter @JolietJake ? Obviously his owner isn't going to do anything to keep him safe and secure in his own yard.

My cats stay indoors. There are feral cats that roam around and who knows what they might be carrying. There's also a number of fox so better to be safe than sorry.

manny beat the living piss out of a calico before i adopted her..i'd never seen a cat so relieved as that other cat when i called manny for food and she decided it was more important.

I don't understand this. When I'd let my dogs out (in a fenced back yard, mind you) I would check before I let them out to make sure there weren't any "critters" (like possums) in the back yard. I never ever let them out of the back yard without them being on a leash.
Yes, I realize that dogs and cats are as different as...well, dogs and cats. Still, responsible pet ownership should be universal. Key word there is "responsible," which is something that seems to be lacking in a lot of people, regardless of what you're talking about.

City ordinance specifically says neither felines nor dogs may run 'at large' but no one seems to pay attention to it except Scar and I

I was a bad young cat momma and let SoCo wander the neighborhood. I loved him enough to put a GPS tracker on his collar as soon as I found one available! He was responsibly neutered so he wasn't creating other cats. He was just sometimes being a jerk wherever he was.

This is ridiculous, that gray Tomcat needs to be kept, in his own yard!

Scar's verbal warning definitely let the Gray Tom know he wasn't welcome @JolietJake . He's a pretty cat. I can't believe the owners would just let him run loose.
